Robert Osborn

Air Quality
Principal

Robert joined Spirit Environmental in 2011 after five years of consulting experience at another small firm in Houston, TX. Robert has provided air quality support to a variety of industries. His work has focused on PSD/NSR and Title V air permitting, air dispersion modeling, emissions inventories, regulatory applicability assessments (including, but not limited to, NSPS, NESHAP, MACT, and state air regulations), emission event recording and reporting, and air quality site compliance audits.

Robert routinely assists our clients with air permitting questions and has conducted several onsite audits focusing on compliance with air regulations. He has managed the preparation of several air permit applications and air dispersion modeling studies for refineries, chemical plants, storage terminals, oil and gas facilities, and manufacturing facilities. He has also aided with legal matters that require an expert in air dispersion modeling, which often focused on chemical releases into the atmosphere.

Robert has a master’s degree in Atmospheric Sciences and a bachelor’s degree in Meteorology, both from Texas A&M University. His graduate studies were focused on observing the properties of particulate matter in the atmosphere.
