Dr. Roberto Gasparini directs Spirit’s Legal, Audit & Enforcement Support Program. Roberto has provided air quality consulting support since 2005 to a variety of industries including tank-for-hire chemical/petroleum storage terminals, oil & gas production and processing, mining/aggregate handling, utilities, and food manufacturing facilities. A meteorologist, Roberto conducts and directs air dispersion modeling studies, streamlines these evaluations to achieve success, and has been deposed and has testified as an expert witness. Roberto also supports attorneys during environmental audits on behalf of owners of existing facilities as well as in conjunction with prospective buyers during acquisitions. He has led permitting projects in many states at all levels, from small state-level permits to complex federal permits. Roberto has experience in regulatory applicability assessments, due diligence, spreadsheet/database development for air emissions recordkeeping, continuing compliance, periodic reports, and emission inventories. Roberto has a bachelor’s degree in meteorology plus a master’s degree and doctoral degree in Atmospheric Sciences, all from Texas A&M University. During graduate school, Roberto operated instruments in the Houston area as part of the Texas Air Quality Study 2000 (TexAQS 2000), authored three papers, and co-authored five papers published in peer-reviewed scientific journals. For his expertise, Roberto has earned distinction by the American Meteorological Society as a Certified Consulting Meteorologist (No. 741). Roberto will always find a way to teach the team something that they never knew they needed to know and keep them on their toes.
